•Implement effective instructional and behavioral strategies such as universal design for learning and differentiated instruction

•Students showing progress proceed in general classroom
•Document progress of students receiving instruction
•Students who are unresponsive to instructional techniques and behavioral strategies for 6-8 weeks are referred to RtI team for Tier 2 interventions.
Tier 1 Administrator
•Create a school culture that focuses on keeping students in general education settings
•Be able to rule out the problem as classroom-based before moving to Tier 2
•Support the teacher in making changes to the instructional environment as necessary with emphasis on define and refine
•Support/Evaluate teachers’ fidelity to implementing strategies
